FPNA & SVLENA Host Cypher Street Environmental Safety Neighborhood Meeting

Updated 08/01/23 with the meeting presentation of the Cypher St. remediation for the Cypher & E Street improvements project. The environmental remediation is scheduled to start in September and the entire project including road improvements is anticipated to last 18 months. A preconstruction meeting is targeted for August with a repeat meeting in September. 

Massport and MassDOT are planning to make changes to Cypher Street as part of their Cypher/E Street Improvements Project, which will require work to take place on top of polluted soil in the area underneath and adjacent to Cypher Street.

In the late 1990s, toxic waste was discovered in the area around Cypher Street stemming from the existence of an industrial junkyard on the site. It was partially cleaned up and sealed with caps in the areas of highest concentration of PCBs under the supervision of the Environmental Protection Agency (EPA). In 2016, during consideration of holding the Grand Prix Indy Car race in South Boston, the issue of PCBs under Cypher Street arose again. Any change in use of that area needs approval by the EPA. Originally the site was to be remediated with the expansion of the Boston Convention and Exhibition Center, which is now on hold.  The Massachusetts Convention Center Authority is looking to develop parcels on D & E Streets.
